ULIS Achievements 2025

1) Monitoring & Intelligence
  • Continued rollout of ULIS’s integrity platform with multiple capability upgrades during 2025.
  • Monitored two flagship football tournaments via UMIG (ULIS Monitoring and Intelligence Group): FIFA Club World Cup 2025; UEFA Women’s EURO 2025, with coordinated lottery members’ participation. This year we had a record number of lotteries and participants registered for UMIG.
2) Technology / One‑Stop Integrity Platform
  • Delivered new platform features: alert notifications (push/PWA), enlarged CMS for integrity outputs, centralized secure data repository & historical insights database, advanced admin area, and prevention tools (e.g., risky teams/fixtures).
  • Confirmed user value of the new platform through survey results: 90% satisfaction rate; 70% of users access the platform several times a week; 86% saw new features as a positive change to their daily work.
3) Education & Prevention (Edulis / Edukit / Projects)
  • Expanded Edulis as a core tool of the educational pillar, translating our integrity knowhow and expertise into deployable training and toolkits for multiple target audiences.
  • Scaled Edukit access through both the ULIS platform and a dedicated website page; all nine toolkits available with controlled downloads (whitelist).
  • Reached strong early uptake: surpassed 500 Edukit downloads, with members/partners adapting assets locally.
  • Demonstrated practical implementation: HKFA embedded an Edukit integrity video into player licensing (mandatory), including Chinese translation.Confirmed user value of the new platform through survey results: 90% satisfaction rate; 70% of users access the platform several times a week; 86% saw new features as a positive change to their daily work.
4) Cooperation & Partnerships (ULIS Network)
  • Welcomed new members including National Lottery PLC (Malta), Football Association of Hong Kong, China, Bplay Paraná (Brazil), and Loterie Nationale de Luxembourg, Sports Integrity Australia, Unibet, Betario.
  • Signed a cooperation agreement with the French professional football league (LFP) to support integrity in Ligue 1 and Ligue 2, including pre-season integrity assessments.
  • Deepened international cooperation through IOC, Conmebol, FIFA and UEFA integrity structures (e.g., FIFA Integrity Task Force; UEFA AMFAG, Conmebol Monitoring Work Group, IOC International Forum); and Interpol Match-Fixing Task Force, as well as Council of Europe.
  • ULIS actively participated in 23 events worldwide this year organized by our members and partners. An average of two events per month.
5) Policymaking & Advocacy (Macolin Convention ecosystem)
  • Active participation and contribution to the Council of Europe ACT Project, supporting the organization of events and technical mission for national platforms.
  • Renewed ULIS observer status at the Macolin Convention Follow-up Committee (ULIS remains the only sports-betting integrity entity with this observer seat).
  • Advanced discussions on practical policy tools: information-sharing channels & data protection, criteria for “reasonable betting offers”, typologies of illegal operators, and sports-betting-specific AML approaches.
6) Governance & Strategy
  • Completed leadership transition with the election of a new President (Jean‑Luc Moner‑Banet) and appointment of a new Executive Committee (2025–2028).
  • Adopted governance/operational decisions at the General Meeting, including an exceptional extension of the Executive Committee term to align election cycles with the WLA Summit.
  • Presented the Strategic Plan 2025–2028 grounded in a SWOT analysis.
  • Took steps toward long-term sustainability with a membership fee increase for certain categories (+20%) after 5+ years without adjustment.
7) Communication & Outreach
  • Strengthened ULIS’s digital presence and search visibility through improved site architecture and user journeys, increasing deep-link traffic to subpages and driving higher-quality engagement (average time-on-page of 2:43).
  • Expanded digital assets by launching a dedicated Edulis landing page
  • Enhanced the events calendar UX, and consolidated key materials in a dedicated publications hub (different reports section).
  • Strengthened internal communication: delivered 12 monthly monitoring reports and introduced 4 new quarterly reports for senior decision-makers
  • Creation and printing of collateral material for in-person events: 3 new brochures, and two flyers.
  • European Lotteries Congress 2025: First time ULIS had a booth at the tradeshow. It was a great success in terms of engagement and presentation of our work.
  • Highlighted ULIS work in WLA magazine with theme of Maintaining sports integrity worldwide, including interviews from 11 ULIS members.

Leading the global fight against sports competition manipulation

In 2024, ULIS membership grew with more than 10 new members, further consolidating its global reach.

As sports competition manipulation remained widespread in many sports around the world, ULIS advanced global efforts to combat match fixing and maintain sports integrity to support and protect stakeholders and the reputation of the global lottery, sports and sports betting ecosystem.  

It led monitoring work with partners for major sports events, for instance, with Conmebol for the 2024 Copa America, UEFA for the EURO 2024, and the IOC for the Summer Olympic Games.

Rolling out enhanced tools and services

Over the course of the year ULIS enhanced its tools and services incorporating the latest technologies available, to successfully combat increasingly advanced sports competition manipulation.

New features added to its proprietary one-stop integrity platform:

  • Provide added value content and knowledge to support member integrity across the board
  • Involve lotteries in operational activities, thereby improving the network
  • Facilitate cooperation with diverse stakeholders for exchanging information related to sports integrity issues.

This led to improved daily operations through a more robust database, larger market coverage of over 20 sports and 900,000 events. The platform upgrades provided integrated in-play protection, and model-based alerts, which resulted in more data and knowledge for sharing with the global sports and sports betting ecosystem.  

In addition to its member, ULIS shared its reports, data and intel compiled from the platform with sports federations and public authorities. This content may be used to support law enforcement agencies or judicial authorities with their investigations.

Training and Education

Training and education are key to raising awareness of the issues that threaten sports integrity and successfully tackling them.  

ULIS actively participated in the IntegriSport 3 project (2023-2024), co-funded by the EU under the Erasmus+ Sport funding scheme, which concluded in November. This involved developing the materials and providing training to the participating law enforcement agencies from Austria, Bulgaria, Estonia, Greece, Romania and Spain, as well as sharing key knowledge and expertise on betting and non-betting competition manipulation, and sports betting monitoring.  

The ULIS 2024 Integrity Seminar, supported by the Olympic Movement Unit on the Prevention of the Manipulation of Competitions, was held in Lausanne in November. The two-day event brought together representatives from lotteries, law enforcement, sports organizations, regulators, and experts from the five continents, and explored key topics that continue to shape sports betting and integrity. Discussions focused on leveraging new technologies, enhancing collaboration, sharing best practices, and introducing innovative educational tools to elevate sports integrity.

ULIS launched its Educational Program (EdULIS) with materials for awareness raising and education. Diverse audiences can get a deeper understanding of the complex and diverse aspects of sports competition manipulation. It comprises training sessions, curriculum development, research, project collaboration, and educational resources.  

The EdULIS toolkit presentations, insight summaries, videos and image cards explain: why lotteries should combat sports competition manipulation, how to go about it, and what tools and help are available from ULIS. Eight EduKits deal with specific topics, including research, policies, best practices, and data.

WLA Betting Integrity on Sports and Horse Racing Committee (BISHRC)

The WLA Betting Integrity on Sports and Horse Racing Committee (BISHRC) supports the interests of WLA members that provide betting on horse races and sports, as well as preserves the integrity of sport by leading the fight against match fixing and illegal betting. The Committee upholds the highest ethical principles and develops materials to assist members in achieving their goals in a transparent, and responsible way. Find out more
