
Reinforcing Responsible Gaming across the WLA community
The regulated lottery and sports betting industry is built on trust with Responsible Gaming (RG) at its core.
The WLA Corporate Social Responsibility Committee (CSRC) manages RG policy and the ongoing development of the WLA Responsible Gaming Framework (WLA-RGF). It also oversees member accreditation in line with the recommendations of the RG Independent Assessment Panel, and offers guidance to the WLA RG Working Group. The Committee works hard to develop useful tools, resources and information to assist WLA members in achieving their goals of raising funds for good causes in a safe, responsible manner.
In alignment with the Association’s vision of being recognized as the go-to global lottery and sports betting authority, and of upholding integrity as well as fostering good corporate citizenship, the WLA approved a CSR Strategy framework, with a set of Responsible Gaming (RG) and sustainability strategic imperatives, to guide the key actions of the CSR Committee and ensure the WLA RG Framework remains relevant and future-proof.

Delivering on CSR strategy initiatives
Project RED
The WLA launched the global initiative, Project RED, to support lotteries in creating a more Responsible, Ethical and Dynamic industry, through the provision of resources, benchmarking tools and lottery case studies.
The Project was developed with Regional Association partners, ALA, APLA, CIBELAE, EL and NASPL and enables WLA member lottery and sports betting operators to learn from others to improve their own practices; connect with peers for direct exchanges; understand trends; and carry out benchmarking. It offers a directory, case studies, and benchmarking data and is available on the DigitalRG platform.

Addressing Emerging Adults and gambling risk
With growing concerns around the world for gambling risks related to Emerging Adults aged 18-24, the WLA partnered with the East Carolina University Gambling Research and Policy Initiative (GRPI) and launched a microsite to assist WLA members and the broader lottery and sports betting community to better understand this group. The site is a repository for research, education, and support materials, including examples of how WLA members assist this group.

Number of WLA RGF-certified members increases
As of the end 2025, 134 of 162 WLA regular member (lotteries and sports betting operators) certified to the WLA-RGF level 2 or higher, representing about 83% of WLA members, as compared with 78% in 2024.
Sharing best practices at events
The WLA held events throughout the year to keep members and the broader community informed of latest updates and share best practices and global perspectives, including:
- WLA and NASPL/RG Seminar, Atlanta, US.
- WLA and EL held a Sustainable & RG Seminar, Vienna, Austria.
