A year of consolidation and expansion

It was a significant year for the United Lotteries for Integrity in Sports (ULIS), which was founded by state licensed lotteries to protect sports integrity for the benefit of society, and strengthen their contribution to good causes.

This year saw the completion of the three-year cycle of delivery that has entirely revamped the organization to its current status.

Four new members were welcomed, taking the total to 59, including intergovernmental bodies, lottery organizations, public authorities, law enforcement and sports organizations.

In September, ULIS elected a new President, Jean-Luc Moner-Banet, CEO, Loterie Romande, and a new Executive Committee for 2025-2028.

Finally, General Secretary, Luca Esposito, presented a new three-year strategy, which will build on its unique strengths and mandate, strengthen communication, broaden global membership, and secure long-term financial sustainability.

Three core pillars

Monitoring and intelligence

Improvements to the One Stop Integrity Platform, which covers the monitoring of over 920,000 events across 34 sports, were realized this year.

Some new features included: alert notifications with real-time updates, content management system enhancement allowing members access to reports and risk assessments, the development of a centralized and secure data and historical insights database. Improvements were also made to the platform’s functionalities to provide better user experience.

The ULIS Monitoring and Intelligence Group (UMIG) monitored very prominent events in 2025, including the FIFA Club World Cup in the US and UEFA Women’s EURO, in Switzerland during 2025, demonstrating its global reach. Coordinated market surveillance by lotteries played a key role in protecting event integrity.

This required ULIS to work closely with FIFA and UEFA through the FIFA Integrity Task Force and UEFA Anti-Match-Fixing Assessment Group (AMFAG) to align risk assessments, share insights, and maintain clear escalation pathways before, during, and after the events.

Education

Education is a cornerstone of ULIS, which offers a comprehensive educational program with ready-to-use toolkits and training, to raise integrity awareness among diverse audiences, as well as enhance collaboration with the academic community.

The Edukit has been very well received from members and partners, who are using the materials and adapting them to local needs.

Young and female football players were empowered to combat competition manipulation through the Integriball 2.0 project, which came to a successful conclusion in October.

ULIS played an important role in researching, reviewing and analyzing the situational report, developing the curriculum and delivering the training sessions and data from the one-stop proprietary monitoring platform was especially useful.

Edulis, the ULIS education program, prioritizes partnerships with academic institutions to conduct joint research and deliver tailored educational sessions. For the fourth consecutive year, ULIS contributed to the Certificate of Advanced Studies (CAS) in Regulation of Global Sports at the University of Lausanne (UNIL). This partnership underscores the value of linking academic expertise with the operational insights of a specialized sports betting integrity body.

The ULIS Network: stakeholders engagement and policy making

Broadening partnerships

ULIS partnerships and network have broadened and matured. Over the year, ULIS collaborated with international organizations at events for diverse audiences with the aim of maintaining sports integrity and combating competition manipulation.

  • In April, ULIS signed a cooperation agreement with the French professional football league Ligue de Football Professionnel (LFP) to reinforce the protection of sports integrity in France’s top-tier football competitions, Ligue 1 McDonald’s and Ligue 2 BKT.
  • Collaboration between ULIS and FIFA entered a new phase, broadening its scope to address integrity issues in global football. ULIS actively participated in three FIFA Integrity Task Force meetings.
  • Over the past year, ULIS and UEFA have strengthened their partnership to maintain the integrity of European football, with increased collaboration for the Women’s EURO 2025.
  • ULIS endorsed the IOC’s Universal Declaration on Sports Integrity during the fifth International Forum for Sports Integrity, organized by the International Olympic Committee (IOC) in October. The declaration recognizes the important role that betting entities can play in the fight against competition manipulation.
  • Collaboration with INTERPOL and Law Enforcement continued during the 15th Meeting of the INTERPOL Match-Fixing Task Force, in Abu Dhabi, United Arab Emirates. ULIS President Jean‑Luc Moner-Banet participated in a panel discussion on key regulatory and monitoring organizations with an audience of front-line investigators.
  • Since April 2022, ULIS and the WLA have supported the Council of Europe’s ACT (Addressing Competition Manipulation Together) project, which concluded in June. Awareness raising events to facilitate more effective cooperation at national and international levels on the evolving issue of competition manipulation and technical assistance missions to different countries have significantly increased the visibility of the Macolin Convention, having a positive impact on the increase of the number of countries ratifying and signing the convention.
  • With the support of the European Lotteries (EL), ULIS hosted a booth for the first time at the EL Congress Tradeshow in Bern, from 14 to 16 September. The initiative proved highly successful, enabling meaningful exchanges with member and non‑member lotteries.
  • In recognition of the work and commitment to the Macolin Convention, ULIS’s observer status was renewed at the 11th meeting of the Follow-Up Committee of the Council of Europe Convention on the Manipulation of Sports Competitions (T-MC). ULIS remains the only sports betting integrity entity to sit as an observer.
  • During the XIX CIBELAE Congress focusing on integrity in Paraguay in November, ULIS General Secretary, moderated two panel discussions, on the role of international organizations in regulated sports betting activities, and on integrity initiatives to counter competition manipulation.
  • ULIS participated in the second Compliance and Integrity Summit organized by CONMEBOL in Paraguay, represented by by Fabian Garcia, reaffirming ULIS’s commitment to safeguarding sports integrity in the region. Also, as part of the CONMEBOL partnership agreement, ULIS joined the Libertadores monitoring group that met in Lima, Peru, on 29 November.
