How the ULIS platform empowers lotteries and safeguards sports integrity

A week doesn’t pass without reports of sports competition manipulation somewhere in the world, putting sports integrity under constant pressure.

Across many sports and competition levels, the number of suspicious matches continues to grow and athletes targeted to manipulate game results.

During the Anticipate, Fight, Forward looking Seminar, held from 24-26 June, in Lausanne, Switzerland, organized by WLA, the United Lotteries for Integrity in Sport (ULIS) and the European Lotteries, Daniel Chan, ULIS Operations Manager for the Asia Hub, gave a live demonstration of the ULIS One-stop integrity platform (OSIP) and explained the enhanced service provided by evolving AI technologies.

One stop sports integrity platform for lotteries

The One-Stop Integrity Platform (OSIP), for sports monitoring, analysis, intelligence and member engagement, covers over 30 sports and 900,000 events annually, from pre-match to in-play coverage. Chan highlighted the positive results following improvements to the Platform’s predictive modelling, enhanced connectivity and integrity knowledge.

“New features to the ULIS Platform resulted in a 49% increase of alerts in 2025 compared to the previous year, and drove a 30% increase in actionable integrity reports.”

Advanced AI technologies handle high volumes of data, recognize and analyze patterns, evaluate and predict in real time, sports competition manipulation events, before they happen.

Early warnings enable flagging highly suspicious matches, hours ahead of sports competitions begin, catching both known and emerging threats.

The result: instant, actionable alerts are generated and sent to lottery members that offer sports betting, allowing them to stop fraud before it happens.

Lotteries lead efforts to combat match fixing

State-regulated lotteries that offer sports betting have become first-line defenders of sports integrity, through the full alignment with international frameworks, and the help of the ULIS network, products and services.

The mission of the nonprofit association established to help lotteries protect the integrity of sport competitions, is to:

  • Prevent, detect and analyzeirregular and suspicious betting activities that could question the integrityof a sport competition
  • Provide training to bettingintegrity stakeholders on risks linked to betting fraud
  • Cooperate with national andinternational stakeholders to preserve the integrity in sports

As such, ULIS provides a vital ecosystem of services for the lotteries, sports betting operators, and the sports world.

The impact of technology on sports integrity

As AI technologies have evolved from achieving simple, repetitive tasks, to predictive and generative AI, it all comes down to who uses the technology and how it is deployed.

Negative

In the match fixing context, criminals weaponize AI to fix matches, using voice cloning, deepfake videos, AI bots, and AI fakes to bypass ID security, or avoid detection through pattern masking.

Positive

On the other hand, stakeholders from across the global lottery, sports betting and sports world, use AI to detect illicit activities, maintain sports integrity. Predictive AI forecasts outcomes, by analyzing historical data trends, while generative AI, creates entirely new, highly realistic content from scratch.

ULIS global network benefits

The ULIS global network goes beyond state regulated lotteries and sports betting operators, who contribute key intelligence from their markets on suspicious behavior, to the OSIP.

Chan underscored the importance of member engagement, noting:

“Stronger member engagement contributed to a 77% increase in 2025 compared to the previous year and 30% of all alerts were driven by member intelligence.”

The network unites key stakeholders with specific expertise, and the common goal to combat match fixing and related illicit activities as well as maintain global sports integrity. These include regulators, public authorities, intergovernmental organizations, law enforcement, sports organizations, sports monitoring bodies, athletes and their entourage.

ULIS also generates reports that can be used as evidence in the prosecution of match fixing cases.
