LOTTOPAR releases 2025 Sustainability and Responsible Gaming Report

The year 2025 firmly established the Loteria do Estado do Paraná — Lottopar — as a national benchmark in Safe and Responsible Gaming, with significant advances in prevention, enforcement, player education, and market integrity. The initiatives implemented throughout the year reinforced the institution’s commitment to citizen protection, transparency, and alignment with the highest international standards, as detailed in a report released this week.

Among the key highlights was the strengthening of policies aimed at preventing excessive gambling and combating illicit activities linked to the sector. Lottopar intensified its ongoing educational campaigns, expanded mandatory responsible gaming notices, and developed targeted materials for vulnerable audiences, in addition to issuing clear warnings regarding the risks associated with illegal gambling operations. These initiatives were accompanied by both on-site and digital enforcement actions, covering 20 municipalities during the period, with inspections conducted at retail locations and online platforms to ensure technical compliance, system integrity, and effective consumer protection for Paraná residents.

Enforcement efforts were further strengthened through a partnership with the Paraná State Secretariat of Public Security and the inclusion of illegal gambling complaints within the state’s anonymous reporting channels — Dial 181 and the official website www.denuncia181.pr.gov.br. Both channels guarantee whistleblower anonymity, protecting the identity of individuals who cooperate with authorities. The initiative primarily aims to protect citizens from criminal activities associated with illegal gambling, including fraud and unregulated financial operations.

Another major milestone in 2025 was the investment in technological innovation applied to Responsible Gaming. The agency initiated the development and implementation of an artificial intelligence-based system capable of monitoring player behavior in real time. The platform enables preventive alerts and educational interventions, placing Paraná alongside leading international lotteries in the use of technology for harm prevention.

In the area of integrity and the fight against financial crimes, Lottopar expanded and consolidated Anti-Money Laundering and Counter-Terrorist Financing (AML/CTF) regulations across all lottery modalities, both land-based and digital. The authority conducted training programs and workshops in partnership with Coaf and accredited specialized KYC (Know Your Customer) providers, strengthening player identification mechanisms, fraud prevention measures, and safeguards against underage gambling.

The institution’s leadership role was also reflected in international recognition. In 2025, Lottopar became the first Brazilian lottery operator to obtain the Level I Certification in Anti-Money Laundering and Counter-Terrorist Financing awarded by CIBELAE. The agency also joined the organization’s Board of Directors for the 2025–2027 term and received the Selo Clima Paraná, which recognizes outstanding environmental, social, and governance practices. These certifications reinforce the agency’s adherence to international standards of integrity, social responsibility, and sustainability.

Educational outreach within the sports sector was another strategic pillar. Throughout the year, Lottopar promoted lectures and cooperation agreements with clubs, federations, and referee training institutions focused on sports integrity and the prevention of match-fixing, reaching athletes, executives, referees, and youth academy players.

On the social front, the results of Responsible Gaming policies also translated into direct benefits for the population. Funds generated through lottery operations were allocated to public policies, including a BRL 10 million transfer to Cohapar, benefiting approximately 500 families through the Casa Fácil Paraná housing program. Additional allocations were directed to Public Security initiatives, including BRL 10 million in support of the implementation of the new Forensic Sciences Laboratory and nearly BRL 5 million for the acquisition of three liquid chromatographs used in toxicological and chemical analyses by the Polícia Científica do Paraná.

By the end of 2025, Responsible Gaming indicators demonstrated the effectiveness of the measures adopted, including 100% employee training coverage, a high resolution rate for ombudsman demands, expanded self-exclusion mechanisms, and the continuous reinvestment of enforcement revenues into preventive policies. Collectively, these initiatives position Lottopar as a leading reference in Safe and Responsible Gaming and consolidate Paraná’s status as a national leader in the ethical, transparent, and sustainable regulation of the lottery market.
