The WLA position on bulk sales

The world of gaming and sports betting continues to evolve. As technology advances, so do product and services offerings.

The way people play, and place bets, continues to change, whether in person at a physical retail shop, from anywhere online.

Another option is to use a courier service – a third-party vendor that purchases a lottery ticket on behalf of the customer. In the event of a win, the courier service informs the customer and delivers the funds.

Unfortunately, bulk sales negatively impact the regulated lottery industry and threaten the credibility and integrity of its products and operations.

Texas Lottery Commission case

Following the recent conclusions reached by the authorities in the Texas Lottery Commission case, the WLA has formulated its position on bulk sales as follows:

We recognize that the use of courier services is a policy decision to be made by the competent authorities in each jurisdiction. Nonetheless, we recommend best practices if an authority decides to permit/tolerate such services.
