Sergio Poves has worked as the Legal and Compliance Assistant Manager at La Tinka, Peru’s main gaming operator, for the past three years. WLA Magazine caught up with Poves to learn more about the situation of match fixing in Latin America and Peru, and the lottery’s experience as a member of ULIS.

Online sports betting is very popular, which sports and types of betting does LaTinka offer and how do you keep attracting new players?
At La Tinka, online sports betting has shown a strong and consistent preference for football, which currently represents approximately 81 percent of total sales across the platform. This overwhelming dominance highlights the sport's popularity among our user base and its central role in our sportsbook operations.
The top football leagues and competitions that drive the highest volume of bets this month include:
- Copa Libertadores – a major draw due to its continental prestige and passionate South American following.
- Spain’s La Liga – popular for its high-profile clubs and globally recognized players.
- Peru’s Liga 1 Te Apuesto – reflecting strong local interest and engagement.
- England’s Premier League – known for its competitive balance and international appeal.
- Copa Sudamericana – offering additional South American matchups that attract regional bettors.
If we take the example of Te Apuesto, this is the most established betting house in the Peruvian market. It operates nationwide through physical points of sale, as well as a digital channel available via website and mobile app. Currently, one of the main challenges for leading betting companies is to position themselves as comprehensive entertainment platforms, offering a variety of products beyond sports betting – such as virtual sports and online casino games.
In 2025, Te Apuesto is undergoing a brand identity transformation, adopting a new tone of voice, a modernized look and feel, and new advertising assets. Among these is former footballer and celebrity Jefferson Farfán, who stands out in the entertainment world with his popular YouTube podcast.
These changes will enable us to attract a younger audience with new interests and a lifestyle more aligned with online entertainment, while continuing to serve the adult audience that has chosen and preferred us for over 15 years.
Beyond football, basketball accounts for 8.5 percent and tennis for 5.9 percent of betting activity. While smaller in volume, these sports maintain a loyal niche and offer opportunities for diversification in bet types and markets.
We offer a wide range of betting options tailored to user preferences, including:
- Pre-match and live (in-play) betting, allowing dynamic engagement during events.
- Match result, over/under goals, and both teams to score markets.
- First team to score, correct score, and Asian handicaps, which are especially popular in competitive leagues.
- Accumulator (parlay) bets and system bets for users looking to maximize potential returns.
In short, football is by far the most bet-on sport at La Tinka, with both local and international leagues playing a key role in user engagement and platform performance. Our offering is designed to provide a comprehensive and enjoyable experience for sports fans across multiple disciplines.
What is the situation with match fixing in Latin America and Peru, and how does it affect LaTinka?
Match fixing is a growing problem in Latin America, and Peru is not exempt. Several countries in the region, including Brazil, Colombia, and Mexico, have seen high-profile scandals involving players, referees, and even clubs colluding with illegal betting operators to manipulate results.
In Peru, the issue is especially concerning. There is evidence of links between some athletes, clubs, and black-market betting platforms. These unregulated actors operate outside the legal framework, making it difficult to ensure fair play. While the country has recently introduced a regulatory framework for online gambling, it does not yet include strong enforcement measures specifically targeting match fixing.
For La Tinka, maintaining the integrity of sports betting is a top priority. That’s why we work closely with the United Lotteries for Integrity in Sports (ULIS), an international body that supports licensed operators in detecting and fighting match manipulation.
A clear example of this partnership occurred recently in Peru’s Liga 1 Te Apuesto. One of our customers filed a complaint with INDECOPI (Instituto Nacional de Defensa de la Competencia y de la Protección de la Propiedad Intelectual), Peru’s national authority responsible for protecting consumer rights and ensuring fair competition across all sectors, after we voided a suspicious match and returned all bets.
With support of ULIS, we submitted an integrity report that clearly demonstrated the match was manipulated. Based on this evidence, INDECOPI ruled in our favor, and the case was closed.
This case highlights two key points:
- Match-fixing is real and active in our local market.
- La Tinka takes proactive, evidence-based action to protect bettors and ensure fair play.
Through partnerships like the one with ULIS and ongoing investment in monitoring systems, La Tinka remains committed to promoting a transparent and trusted betting environment in Peru.
What are some of the key challenges you face in combating these issues?
Combating match fixing and other integrity threats in sports betting comes with several key challenges.
First, coordination between public and private stakeholders could be strengthened. While regulatory frameworks are improving, enforcement is still weak, and illegal operators could still influence athletes and clubs without facing consequences.
Second, limited awareness among young athletes makes them more vulnerable to manipulation. Many are not properly educated about the consequences of match-fixing or the long-term damage it causes to their careers and the sport itself.
To address these challenges, the private sector and international associations such as ULIS play a critical role. They provide tools, intelligence, and monitoring systems that help licensed operators like La Tinka detect suspicious activity and report it to authorities.
Moreover, these organizations can support the development of educational programs aimed at raising awareness among athletes, especially at the grassroots level. It's essential to reinforce the message that there are no true winners through cheating whether it’s match manipulation, use of illegal substances, or performance-enhancing drugs.
By combining technology, international cooperation, and education, we can protect the integrity of sport and build a responsible and transparent betting ecosystem.
How does ULIS support the regulated lottery and sports betting industry?
ULIS plays a vital role in supporting the regulated lottery and sports betting industry.
One of its key contributions is providing access to an advanced integrity monitoring platform. This system tracks and analyses irregular betting patterns and odds fluctuations across global markets and sporting events. When anomalies are detected, the platform issues alerts that help operators identify potential match fixing risks early.
For companies like La Tinka, this tool is essential. It allows us to analyse our internal betting activity, compare it with global trends, and take preventive action when suspicious movements are detected such as suspending bets or reporting the event to authorities.
Through this real-time monitoring and data-driven approach, ULIS strengthens transparency and helps licensed operators uphold the integrity of sports and betting markets.
