The Ibero-American Corporation of State Lotteries and Betting (CIBELAE) is a non-profit, international, non-governmental organization. It develops and disseminates knowledge in gambling and lottery management, through the broadest collaboration of its members, with the aim of contributing to the sustainable development of their activities within the principles of social responsibility and responsible gaming.
Rodrigo Cigliutti is currently the Executive Director of the Ibero-American Corporation of State Lotteries and Betting (CIBELAE). With extensive experience of the lottery industry that spans almost three decades, he has managed many successful games in Argentina. He was also a member and chair of the Marketing and Training work commissions at the Association of State Lotteries of Argentina (ALEA).
Cigliutti, has participated at different events organized by the WLA, CIBELAE, ALEA, ICE London, GLI Regulatory Board, Juegos Miami, and the Ibero-American Gaming Summit, among others.
In the following interview, he discusses how CIBELAE supports its members in the Latin American region, and its important relationship with the United Lotteries for Integrity in Sport (ULIS).

What is the current status of sports competition manipulation in Latin America?
There are several factors that suggest sports betting manipulation is a concern in our region. Firstly, as is well known, there is the large number of sports fans, which can lead to the growth of this type of betting. But secondly, it is important to consider the regulatory issue that not all countries have clear regulations and exemplary sanctions, which facilitates betting manipulation.
How does CIBELAE help its members address match fixing and maintain sports integrity?
CIBELAE has been working with the support of the WLA, and ULIS, in particular.
We understand that raising awareness is the first step to achieving significant results, and that is why, since 2022, we have been working incrementally, primarily with ULIS: including the topics in our seminars, disseminating the importance of betting monitoring, and working in partnership with other organizations. In 2024, for the Sports Betting seminar in Buenos Aires, we secured the participation of the Council of Europe and representatives from various allied organizations, who demonstrated the relevance of this global problem.
In 2025, we will address the topic at our 19th Congress, which will be held from November 10 to 14 in Asunción, Paraguay, at the CONMEBOL hotel.
In what ways does ULIS differ from other sports monitoring bodies?
I believe that what distinguishes ULIS from others is the focus on serving members with the clear purpose of strengthening the integrity of betting, rather than for a commercial purpose. In my opinion, the biggest difference, is that ULIS provides it services from an integrity point of view, not for a commercial or business purpose.
What are the benefits of becoming a ULIS member?
As I mentioned before, raising awareness is a necessary step to move forward in addressing this problem. ULIS, in addition to supporting our lotteries with advice and training, has paved the way for us by providing our regular and regulatory members with an agreement that allowed them to subscribe to the service free of charge for one year.
How do regional lottery associations contribute to the ULIS network?
Sports betting manipulation, like other issues in our market, pose global threats and problems, which we believe can be addressed by forming strategic alliances.
In the case of CIBELAE, our contribution involves promoting ULIS activities among our members. Additionally, whenever sports betting topics are discussed in our seminars or webinars, we invite ULIS representatives to participate and share updates and developments.
What more could ULIS do to support its members?
As is well known, each region has its own unique characteristics. In the case of Latin America, awareness-raising, collaboration in strengthening and updating regulations, and the development of best practice programs must be ongoing.
The top authorities of each organization change frequently, which often means revisiting certain topics every three or four years.
I believe that having a joint CIBELAE-ULIS event on the agenda annually will further facilitate our collaborative work.
