Purpose in Practice: How Lotteries Build Stronger Brands

Across markets, lotteries are already demonstrating how effective storytelling can bring their purpose to life.

1. Celebrating State Pride: California Lottery

The California Lottery celebrated their 40th anniversary in 2025 with a year-long celebration that was consistently highlighted on their tickets with a special 40th Anniversary logo and through their promotional material, celebrating California pride, the lottery’s history, their players and the good causes they support.

A standout Scratchers® from the anniversary suite of tickets was their California Dreamin’ game. The goal was to create a state-themed ticket that tied into the mission of the lottery. The ticket not only offered players the chance to win half a million dollars, but an additional scratch area revealed a fun fact about the California Lottery or the lottery’s contributions to public education funding.  The result showcased strong engagement across both players and non-players, with sales reaching 36% higher than their previous $5 launch benchmark.

2. Digital Storytelling and an Immersive Experience: Arizona Lottery

The Arizona Lottery demonstrated how digital platforms could elevate storytelling by leveraging its Players Club to connect directly with players in meaningful ways. To take the experience beyond the ticket and build in their longstanding support of wilderness conservation, the lottery partnered with the Arizona Office of Tourism to create six adventure-based prizes tied to real destinations across the state.

During the campaign's most recent run in 2024, players engaged through a second-chance promotion or by “checking in” at landmarks via the Players Club app, bringing digital interaction to the forefront of the campaign. To amplify reach, the lottery partnered with influencers who ran events at some of the featured locations, adding a strong social dimension. The result was a fully integrated storytelling experience that combined digital engagement, real-world exploration, and purpose-led messaging.

3. Empowering Player Choice: The Belgian National Lottery

The Belgian National Lottery demonstrates how storytelling becomes even more powerful when players are invited to participate directly in the impact journey.

Through its Lady Fortuna scratch ticket, first launched in late 2024 as a €20 product available both at retail and online, players were not only offered the chance to win prizes but were also given a voice in determining where lottery funding was directed. In early 2026, the portfolio expanded with a €5 version of the game available both at retail and online, complementing the existing €20 version, which continues to be offered online. Today, every Lady Fortuna ticket purchase, whether €5 or €20, includes a vote that allows players to support charitable organizations focused on advancing women's wellbeing, empowerment, and equality.

Every quarter, players vote among five selected organizations whose work aligns with the Lottery's charitable giving priorities. While all participating organizations receive funding, those that receive the most votes are awarded a larger share of the available support. Throughout the year, 20 organizations participate across four voting rounds, creating an ongoing opportunity for players to influence community impact. In 2026 alone, the initiative will distribute €400,000 to local charitable organizations, with €100,000 allocated each quarter.

This approach transforms players from merely contributors into active participants. Rather than simply communicating that lottery proceeds support good causes, the Belgian National Lottery created a tangible link between play and community impact. Every ticket purchase provides both the chance to win and the opportunity to help direct charitable funding, creating a personal connection between participation and impact.  

The initiative also generated valuable earned media, as participating charities actively promoted the campaign to encourage votes and raise awareness. By combining purpose, engagement, and player choice, Lady Fortuna demonstrates how lotteries can create deeper emotional connections while making their contributions to society more visible and relevant.

4. Transparency and Choice: Norsk Tipping

Norsk Tipping's Grasrotandelen (Grassroots Share) program offers a compelling example of storytelling through transparency.

The program allows players to direct a portion of their play to a local sports club, cultural organization, or community group of their choice. On most Norsk Tipping games, 7% of the player's bet is allocated as a grassroots contribution, while on certain games, including Oddsen, KongKasino, and Multix, the contribution is 14% of the bet after winnings have been deducted. This support comes at no additional cost to the player and does not affect their prize potential. With thousands of eligible organizations participating across Norway, players can support causes that matter most to them.

What makes this initiative particularly powerful is that it goes beyond simply telling players where lottery revenue is allocated. It provides visibility into the impact while giving players a direct role in shaping it. Every play becomes an opportunity to support a local organization, creating a personal connection between participation and community benefit.

By offering both transparency and choice, Norsk Tipping reinforces trust, strengthens awareness of lottery-funded initiatives, and deepens local relevance. The result is a powerful example of how visibility into impact can transform good-cause funding from an abstract concept into a meaningful and personal experience.

5. Direct-to-Player Storytelling: North Carolina Education Lottery

To connect with players in a more personal, one-to-one, but ultimately effective way, the North Carolina Education Lottery leverages its Lucke Rewards player engagement platform to highlight how lottery funds support education across the state while incentivizing players to learn more through rewards and participation.

Importantly, this approach also enables measurable engagement, allowing the lottery to understand what resonates and refine its storytelling over time.

A common thread across all these examples is the emphasis on local relevance. Whether through charities or community groups, lotteries are most effective when their storytelling reflects the people and places they serve. Ultimately, this storytelling helps lotteries to do something few competitors can: connect entertainment with meaning.

Because in today’s market, it’s not enough for lotteries to do good.

They must demonstrate it, amplify it, and bring it to life.

When they do, storytelling becomes more than marketing; it becomes a core driver of brand strength, resilience and long-term relevance.
