Protecting the integrity of horse racing and sports

The WLA Betting Integrity on Sports and Horse Racing Committee (BISHRC) aims to further the collective interests of WLA Members, and contribute towards safeguarding their reputations, by combating the manipulation and fixing of sporting and horse racing events on which bets and wagers are taken.

In 2024, it developed the Horse Betting - Marketing Guidelines for Achieving Responsible and Competitive Offers, providing guidance to assist WLA members market horse betting products in a competitive and socially responsible way.   

It also published the Anti-money laundering (AML) best practices for lottery and sports betting operators. This provides WLA lottery and sports betting operator members with useful measures to establish to better protect themselves from potential money launderers. It includes an in-depth use case from Loterie Romande, Switzerland, and the idea to keep adding cases from other global jurisdictions.

Events and raising awareness

Another key activity of the BISHRC is the work it does with other organizations on projects, and participation in events to raise awareness of the issues related to maintaining sports integrity and combatting sports competition manipulation.  

Together with the United Lotteries for Integrity in Sport (ULIS) and the European Lotteries, the WLA-EL-ULIS Sports Integrity Seminar was held in Lausanne, with the support of the Olympic Movement's Unit on the Prevention of Competition Manipulation in November. Participants from across the global lotteries, sports and sports betting ecosystem discussed and exchanged on key sports integrity and sports betting related topics.

The Committee also works with the Council of Europe and its project for Addressing Competition Manipulation Together (ACT). The BISHRC actively participated in an ACT event - Macolin Community Conference -Preserving the Integrity of Sport by Combatting Illegal Betting.  

The Committee attended the ACT event - The Macolin Community Round Table on The Essential Role of National and International Cooperation in Combating Sports Competitions Manipulation, which took place, with the support of CIBELAE (Ibero-American Corporation of State Lotteries and Betting) in April 2024 in Buenos Aires, Argentina.

As sports betting is expected to grow significantly in the coming years in Latin America the conference aimed to deepen the understanding of the evolving phenomenon of sports competitions manipulation, to facilitate more effective cooperation at both international and national levels. It attracted key stakeholders involved in the global effort to combat match-fixing and illegal sports betting including law enforcement, regulators, regulated lotteries, sports organizations and academia.
