The Responsible Gaming Framework (RGF) comprises three areas:
1. WLA Responsible Gaming Principles
Responsible Gaming is at the core of WLA Corporate Social Responsibility. Our member lotteries grow their sales and returns to good causes, as well as facilitate responsible play. In 2006, the WLA adopted the 7 Responsible Gaming Principles and a Responsible Gaming Framework aimed at protecting lottery players around the world.
The WLA RGF aims to integrate the RG Principles into the daily operations of the member lotteries. Successful certification allows lotteries to demonstrate this achievement. The RGF has been designed with enough flexibility for member lotteries to build programs in accordance with the laws in their jurisdictions and accommodate any organizational, cultural or regional differences.
It is designed to complement and improve – rather than replace – the safeguards that individual lottery operators have in place.

2. WLA RG Certification Levels 1–4
These levels allow lotteries to demonstrate their level of commitment to the Gaming Principles.
The first step for lotteries is to choose the appropriate certification level by reviewing the requirements on the WLA website, available here
Level 1: Commitment
All WLA members qualify for this level. By becoming a WLA Member, your lottery has agreed to embrace the WLA RG Principles. Hence the criteria for the Level 1 certification have been fulfilled.

Level 2: Self-Assessment and gap analysis
Members complete a self-assessment and determine what RG programs need to be built to ensure the organization addresses all the WLA RG Principles.

Members need to develop a plan, a timetable, and a budget to implement specific RG programs.

3. Ten Program Elements of the RG Framework
The broad categories of commitments and actions that members must translate into actual programs are the 10 Program Elements of the RG Framework, which comprise:
- Research: A systematic process to support and/or conduct, integrate and disseminate responsible gaming related research.
- Employee Program: A systematic approach to ensure and support the efficient and effective application of RG principles by all relevant employees.
- Retailer Program: A systematic approach to ensure and support the efficient and effective application of RG principles by retailers and their front-line staff.
- Game Design: A systematic approach to applying evidence-based responsible gaming considerations to the design selection and introduction of new lottery and gaming products.
- Remote Gaming Channels: A systematic approach to ensure that interactive, remote gaming platforms have safeguards in place that protect the player.
- Advertising and Marketing Communications: The application of policies and programs to ensure continuous improvement of responsible marketing and communications practices and application of regulatory codes.
- Player Education: A systematic approach to support, integrate and disseminate information related to good practices in responsible play (“informed player choice”) and treatment referral.
- Treatment Referral: A systematic approach to offering customers with potential or actual gaming addiction problems support, guidance and referral to specialized services if needed.
- Stakeholder Engagement: A systematic approach to identifying, understanding and integrating the interests of decision-makers, decision-influencers and other members of society into key RG-related business decisions and RG program development.
- Reporting and Measurement: A systematic approach to measuring and reporting on your lottery’s commitments, actions and progresson RG to relevant internal and external stakeholders.
