Powerful tools enable a more responsible ethical lottery industry

A core part of WLA Corporate Social Responsibility activities is the work done by the CSR Committee to support our members in delivering responsible gaming products and services for their players, through certification to the WLA RG Framework.

Since partnering with DigitalRG.com to streamline the entire certification process in one place, the number of WLA certifications has continued to grow over the last two years. Member feedback about the Platform has been very positive.

As of November 2025, 135 of 165 WLA members were certified to WLA-RGF level 2 or higher, representing about 82%, with 8 Level 4, 7 Level 3, and 5 Level 2 submissions in October.

Building synergies among global lotteries

In 2025, WLA launched the global initiative, Project Red, to support lotteries in creating a more Responsible, Ethical and Dynamic industry.

β€œA lot of thought went into the development of Project Red, to provide our members with useful tools that advance their CSR journeys, our industry and ultimately the communities that benefit from the good causes our members support,” said Luca Esposito, WLA Executive Director.

The Project aims to strengthen the CSR initiatives of WLA members, by creating and sharing targeted resources, tools, and strategies to tackle social and environmental challenges.

Developed together with the regional lottery associations ALA, APLA, CIBELAE, EL, and NASPL, it is available to members on the DigitalRG.com platform.

Esposito commented further on Project Red with a call to action for all WLA lottery and sports betting members.

β€œThe success of Project Red relies on member participation – and on member data. The more members take part, the richer the data, the more benchmarks we can create, and the more case studies we can learn from.”

We encourage all members to join the initiative, complete the survey, and share their insights with peers across the global lottery and sports betting community.

How does Project Red work?

Project Red has four tools:

  • Self-assessment survey
    Each lottery takes the survey to get a clear picture of where it stands and what is possible. The survey covers responsible gaming practices, environmental impact and success stories, and must be taken to unlock access to the tools.
  • Intelligence database
    The database uses the survey answers, but translates them into graphs, trend lines and benchmarking comparisons. It provides an incredible wealth of information and knowledge from lotteries around the world facing similar challenges.
    The database can be used to enhance strategies, strengthen compliance efforts and benchmark a lottery’s performance against regional and global averages across numerous indicators.
  • Case studies library
    The case studies showcase the important work and proven strategies of lotteries that have a positive impact on communities around the world. These real examples explain what the lotteries have done, how they achieved it, and the results.
    Studies from over 50 lotteries of different sizes, from all WLA global regions inspire and allow lotteries to learn from each other, whether launching a pilot program or undergoing organizational transformation.
  • Directory
    Provides a unique network of lottery professionals in a live, search format with contact details, initiatives summaries and project profiles from all Project Red participants.
    This invaluable resource enables individuals to directly contact their peers in other organizations, discuss their experiences, share insights and learn from each other. It is possible to search by country, practice area or a specific initiative.
