Enterprise Risk Management (ERM) is about thinking ahead, drawing-up different scenarios, evaluating potential impacts and, most importantly, being aware of risks.
Among the goals of the World Lottery Association, Security and Risk Management Committee (SRMC), are raising awareness about ERM and providing information to initiate or update plans to recognise and anticipate risks, to minimise their impact.
The Committee has undertaken a number of activities, including:
- Collected member feedback on risk management practices via three surveys
- Developed a Risk Register detailing lottery sector specific risks
- Prepared Risk Profiles addressing key risks and suggestions for mitigation.
These resources are designed to assist members to understand and address risk.
In recent months the Committee has completed its third member survey and reviewed the Risk Register.
Risk Management Survey 2025
The purpose of the Survey was to gather input to determine the key risks facing members, to gauge risk management maturity levels within the industry and to understand how the Association can best assist members in developing and enhancing their risk management practices.
Following the closure of the Survey in June, the Committee analysed responses and results are now available to share with members.

Key learnings from the Survey will inform the further development of ERM resources for members. Opportunities under consideration include:
- A focus on collaborative sharing on areas of interest to members such as the use of AI and big data to automate risk management practices.
- Development of guidance tools on topics such as how to lift the maturity of business continuity and crisis management planning.
- Development of strategies to ensure members are aware of risk management resources.
Lottery Risk Register
The Lottery Risk Register includes risk-related information specific to the lottery and gaming sector. The aim of this document is to provide members with comprehensive documentation for establishing, implementing or monitoring risk management processes.
The Register is intended to be a living document, with content refreshed on a regular basis. It has recently been updated to show alignment of risks to Security Control Standards controls where relevant.
To improve member interaction with the Register, a one-page summary has been prepared, sharing risks grouped under level 1 categories. The 2025 ‘top risks’ are highlighted in red font.

What’s Next?
The Committee will continue its risk management efforts by:
- Using Survey insights to identify opportunities to enhance member risk management services.
- Refresh the existing Risk Profiles (based on the 2025 ‘top risks’) and draft new Risk Profiles if necessary.
- Implement strategies to encourage the use of WLA risk management resources.
